R® is a registered trademark. iii Preface Advanced practice registered nurses (APRNs) play a large and expanding role in the American health-care delivery system. Many states are considering relaxing scope-of-practice (SOP) laws to allow APRNs to independently provide more-extensive services to their patients. The purpose of this report is to review the extant literature on the effect of relaxing APRN SOP laws on health-care access, quality, and costs. Informed by the effect estimates in the literature, we demonstrate the specific effects that expanded SOP for APRNs might have for the state of Ohio. We intend this report to help legislators, professional associations, and other interested stakeholders (particularly those in the state of Ohio) understand the potential impact of expanded SOP laws.
